A federal or state statue or federal regulation exempts the service from the competitive procedure and there is appropriate justification to do so. It is clearly not feasible to award the contract for services on a competitive basis. The services are to be provided by attorneys or litigation consultants selected by the Department. The services are to be provided by expert witnesses. The services involve the repair, modification or calibration of equipment, and they are to be performed by the manufacturer of the equipment or by the manufacturer’s authorized dealer, provided the contracting officer determines that bidding is not appropriate under the circumstances. The contract is for financial or investment experts to be used and selected by the Department. The contract for services is in the best interest of the Commonwealth. B) Briefly describe the supply or service item you are requesting and it’s function PA 2-1-1 will take calls on their already existing phone lines and as necessary provide fair housing information to callers. They will also respond to inquiries via text messaging. They will report back to PHRC the number of calls they have received and given the requested information. PA 2-1-1 is a Commonwealth wide telephone system that provides immediate resources to its callers. They have readily availalbe resources for their callers. C) Describe the unique features/compatibility of the supply, service or construction item that precludes competitive procurement. PA 2-1-1 is a unique origanization to provide state wide information to callers. They also offer text message service not offered by other vendors. They take calls statewide and provide vital support service information. They are associated with the Untied Way and have extensive marketing throughout urban and rural areas. Their messaging can be seen on billboards, bus terminals & local United Way facilities. Morever, the vendor is approved by our federal partners to complete the project.
