The PHRC enforces Pennsylvania Human Relation Act (PHRA) and the Pennsylvania Fair Education Opportunities Act (PFEOA). The following sections explore the PHRA, PFEOA, and history of amendments made to these two acts.

PHRA

The PHRA covers discrimination in employment, housing, commercial property, education, and public accommodations.

  • The PHRA is an act: "Prohibiting certain practices of discrimination because of race, color, religious creed, ancestry, age or national origin by employers, employment agencies, labor organizations and others as herein defined; creating the Pennsylvania Human Relations Commission in the Governor's Office; defining its functions, powers and duties; providing for procedure and enforcement; providing for formulation of an educational program to prevent prejudice; providing for judicial review and enforcement and imposing penalties."

PFEOA

The PFEOA is specific to discrimination in postsecondary education and secondary vocational and trade schools.

  • The PFEOA is an act: "Declaring the policy of the Commonwealth with regard to discriminatory practices in educational institutions based upon race, religion, color, ancestry, national origin or sex; prohibiting such discriminatory practices; providing for procedure and enforcement; providing for judicial review; providing for administration by the Pennsylvania Human Relations Commission in the Department of Labor and Industry; and defining its functions, powers and duties hereunder," prohibiting discrimination against persons with handicaps or disabilities."
