​Housing & Commercial Property Discrimination

If you feel you have been the victim of illegal housing and commercial property discrimination, file a complaint or report a bias incident by:
  • Calling the Pennsylvania Fair Housing Hotline at (855) 866-5718.
  • Calling (717) 787-4410 | (717) 787-7279 TTY users only phone, or
  • Visiting one of our three regional offices. (Regional offices are currently closed due to COVID-19 precautions. Drop boxes for required forms are available in the lobby of the Philadelphia and Pittsburgh offices.) 

You Have the Right to Housing and Commercial Property Free from Illegal Discrimination

In housing and commercial property, it is illegal to discriminate against someone based on:
  • Race
  • Color
  • Sex
  • Age (40 and over)
  • Religious creed
  • National origin
  • Ancestry
  • Familial status (families with children under age 18)
  • Handicap or disability
  • The use, handling, or training of a guide or support animal for disability

Familial status is protected in housing and commercial property discrimination but not in employment, public accommodations, or education.

It is also illegal to discriminate against someone because they:
  • Opposed illegal discrimination
  • Filed a complaint
  • Assisted in a complaint investigation
This is called retaliation, and the law protects those who oppose illegal behavior.

To file a housing and commercial property discrimination complaint, you must be a victim or have the authority to act on behalf of a victim.

In April 2023, the Fair Housing and Commercial Property Division released a white paper titled, The State of Fair Housing in the Commonwealth of PAIt provides actionable recommendations for PHRC staff, commissioners, legislators and fair housing partners.
